MAJOR DEVELOPMENTS AND OTHER MATTERS UNDER CONSULTATION

LIAISON MEETING WITH HEAD OF DEVELOPMENT CONTROL AND CONSERVATION & DESIGN OFFICER

A meeting was held on 27 June 2024. The Planning Sub-Committee were invited by Simon Barnett, Head of Development Management, Jayson Grygiel Head of Planning Policy and Richard Whittington Head of Conservation and Design.

The Agenda was as follows:

1. Anglesey Lodge proposals – thoughts of Officers. The scheme is undergoing further discussions.

2. Extensions to Bay House School (23/00188/FULL) – new openings to Listed boundary wall fronting Gomer Lane – thumbnail scale of plans, lack of information on detail of openings and arches etc. Future Listed Building Application is awaited.

3. Browndown Battery 1 (23/00307/FULL) – opportunity to remove derelict lookout and restore Battery 1 to former historic appearance, as with other National Coastwatch Institute lookout points, the new lookout could be at ground level and located elsewhere. SB and RW thought there was no basis for refusing a reconstruction.

4. Progress of Fort Gilkicker. RW is monitoring works on site.

5. Progress of Former Quinetiq Site Fort Road (20/00284/FULL) Site opposite Institute of Naval Medicine, Giles Pritchard’s proposals. No contact yet from new owners.

6. Rear of 17A High Street Timber sheds. SB to investigate.

7. Update on Blockhouse Sea Defences. No further news. Await new Government Policy.

8. Land adjacent to and progress on 500 Bed Immigration Centre.

9. Future of Gun Boat Yard. Discussions under way with new owner and Architects.

10. Houses in Multiple Occupation (HMOs). Policy is being drafted.

11. Transforming Gosport’s historic waterfront – the latest plans. Presentation by Jayson Grygiel is implementing his budget for a proposals for a range of projects.

12. Gosport HAZ Showcase – Sharing the Presentations is being considered.

Uncontroversial decisions are often decided by the Planning Department under their delegated powers. Those are not recorded here unless the decision was notable for another reason.

• The last meeting of the Regulatory Board was held on 24 July 2024. The minutes are awaited.

Major Development Decisions Planning consent was granted for 58 new homes at The Piggeries, Land north of Mabey Close and North-West of Haslar Road Gosport. The developer is Bellway Homes.
